   Arrests

  * Robert Foley Bailey, 49, 902 Jarnigan Ave., Morristown, Tenn., was arrested Sunday by Johnson City Police Department officers and charged with theft over $1,000, eighth offense DUI, fourth offense driving on a revoked license, and violation of the implied consent law. According to police, Bailey was stopped for a traffic light violation when officers discovered he was driving a stolen vehicle and the other offenses. He is being held in the Washington County Detention Center on a $21,000 bond and is scheduled to be arraigned today at 1:30 p.m.
  * Doug H. Duncan, 39, 105 Clover Run Dr., Jonesborough, was arrested Sunday by JCPD officers and charged with three counts of aggravated sexual battery of a minor. Police reported they received a criminal complaint from the minor's parents. Further investigation revealed that Duncan had sexually assaulted a juvenile female on multiple occasions at his home on Clover Run Drive. Duncan is being held in the Washington County Detention Center on a $150,000 bond. He is scheduled to be arraigned today. An investigation is ongoing.
