Arrests

   * Marcy Andes Matherly, 32, 720 Beech St., was arrested early Tuesday morning by Tennessee Constable Bobby Canter on a bench warrant out of Criminal Court.
   * Kirk Daniel Dean, 49, 735 U.S. Highway 91, was arrested early Tuesday morning by Carter County Sheriff's Department Deputy Kevin Cable on a warrant charging him with failure to report an accident, leaving the scene of an accident and reckless driving.
   * James E. Birchfield, 53, 149 Ruby Ave., was arrested Monday morning by CCSD Deputy T. Blevins on a warrant charging him with theft of property.
   * Brian Alexander Douchette, 42, 1103 Henry St., Apt. 3, Johnson City, was arrested Monday morning by CCSD Deputy Dave Ryan on a capias charging him with failure to appear in court.
   * Jeffrey Allen Strode, 43, 517 Main St., Johnson City, was arrested Monday night by Tennessee Constable Bobby Canter on a warrant charging him with nine counts of forgery/counterfitting.
   * Betsy Carol Maney, 49, 1422 Broad St., was arrested Monday night by Elizabethton Police Department Ptl. Mike Commons and charged with obtaining narcotics by fraud, theft and two counts of possession of Schedule IV narcotics.
