Arrests

   * Rosemary Ellen Clemons, 29, no address available, was arrested early Friday morning by Carter County Sheriff's Department Deputy Jeff Markland on a capias charging her with failure to appear in court and a warrant charging her with violation of probation.
   * Jimmie Ann Williams, 29, 1298 Bluefield Ave., Apt. CD109, was arrested late Thursday night by Elizabethton Police Department Ptl. Richard Haney and charged with public intoxication, possession of Schedule II narcotics, possession of Schedule VI narcotics for resale and possession of drug paraphernalia.
   * Mark Allen Oliver, 30, 198 Old Lacey Hollow Road, was arrested late Thursday night by EPD Ptl. Kelly Mullins and charged with fourth offense DUI, fifth offense driving on a revoked license, violation of the Habitual Motor Offender law, violation of the open container law and criminal impersonation.
   * Randall B. McAmis, 43, 3651 Highway 11W, Blountville, was arrested Thursday afternoon by EPD Ptl. Michael Merritt and charged with DUI, resisting arrest and violation of the financial responsibility law.
