Arrests

   * Thomas Richard Popham, 40, no address available, was arrested early Monday morning at the Floyd County Detention Center in Kentucky by Carter County Sheriff's Department Deputy A. Halava on a warrant charging him with theft over $1,000.
   * Johnathan Brad Tolley, 19, 175 Duck Branch Road, Roan Mountain, was arrested Sunday afternoon by CCSD Sgt. Penny Cornett and charged with driving on a suspended license, violation of the vehicle registration law, violation of the financial responsibility law, possession of Schedule VI narcotics and possession of drug paraphernalia. He is scheduled to appear in General Sessions Court today.
   * Phillip Michael Krol, 20, 605 W. Bravo St., was arrested Sunday afternoon by CCSD Sgt. Penny Cornett on a warrant charging him with violation of probation. He is scheduled to appear in General Sessions Court today.
   * Robert Dewayne Whitehead, 34, 123 Whittemore Road, Hampton, was arrested Saturday afternoon by CCSD Deputy Bradley N. Johnson on a warrant charging him with failure to appear in court on a charge of violation of an order of protection.
   * Enoch Paul Taylor, 25, 138 Indian Creek Road, was arrested Saturday evening in Lowndes County Georgia by CCSD Deputy Al Meehan on a warrant charging him with theft over $10,000.
   * Ryan Michael Mathis, 20, 1015 Idlewilde Circle, Johnson City, was arrested Saturday night by CCSD Deputy Dave Ryan on a warrant charging him with failure to appear in court.
   * Harrison Edward Bowlin, 41, 302 Boone St., Johnson City, was arrested late Saturday night by CCSD Deputy Tom Skeans on two warrants charging him with failure to appear in court. He is scheduled to appear in General Sessions Court on May 9.
   * Jeffrey A. Ingram, 33, 136 Wilson Ave., was arrested Sunday night by Tennessee Constable Harvey Shaffer on a warrant charging him with violation of probation.
   * Christopher Scott Causby, 30, 622 W. C St., was arrested Sunday afternoon by Elizabethton Police Department PTL Jennifer Mayberry and charged with assault under domestic violence.
   * Robert David Grabinski, 36, was arrested Friday night by EPD Capt. Jack Verran on a warrant from the Johnson City Police Department charging him with auto burglary, theft under $500 and four counts of forgery.
   * Deborah J. Davis, 37, 1249 Bluefield Ave., Apt. E4, was arrested Friday evening by EPD Sgt. Roger Crowe on a warrant charging her with violation of probation.
   * Charles Fitzgerald Mosier, 39, 127 Yarkier Road, Watauga County, N.C., was arrested Friday evening by EPD Sgt. Roger Crowe on three outstanding warrants from Washington County charging him with two counts of theft over $10,000 and one count of theft under $500.
   * Douglas Carol Pegg, 45, 180 Little Stoney Road, was arrested Friday night by EPD PTL Tonya Range and charged with first offense DUI, first offense driving on a suspended license, violation of the implied consent law and criminal impersonation.
   * Steven Riffey, 18, 292 Old Lacy Hollow Road, was arrested early Sunday morning by EPD PTL Michael McIntosh and charged with underage consumption. He is scheduled to appear in General Sessions Court on May 9.
   * Brandi Allyson Cross, 21, 292 Old Lacy Hollow Road, was arrested early Sunday morning by EPD PTL Michael McIntosh and charged with public intoxication. She is scheduled to appear in General Sessions Court on May 9.
   * Lloyd Blevins, 46, 122 Ed Stout Hollow Road, Hampton, was arrested Sunday afternoon by EPD PTL Jennifer Mayberry and charged with public intoxication.
   * Ned Edward Burton, 46, 132 Jackson Ave., was arrested Sunday night by EPD Capt. Jack Verran and charged with public intoxication. He is scheduled to appear in General Sessions Court on May 9.
   * John James, 53, 107 Church St., was arrested Sunday night by EPD Sgt. Roger Crowe and charged with public intoxication and possession of Schedule VI narcotics.
   * Harrison Edward Bowlin, 41, 302 Boone St., Johnson City, was arrested Sunday night by EPD PTL Tonya Range and charged with criminal trespassing. He is scheduled to appear in General Sessions Court on May 9.
  
Theft

   * Glen M. McKinney, 3208 S. Roan St., Johnson City, reported to CCSD Deputy Dave Ryan that on Friday, a male subject known to him had stolen his 1994 Chevrolet van along with a Remington 1100 Shotgun, a Browning .22 caliber rifle and an H&R .22 caliber pistol. The total estimated value for the property stolen was $11,150.
   * Bob Cates, 5030 Cottonwood Lane, Morristown, reported to CCSD Lt. Rocky Croy that someone had broken into a residence he owns at 454 Cloudland Drive, Roan Mountain, and had stolen a Magnavox stereo along with two speakers.
   * Bobby Rambo, 132 Creek Bank Road, reported to CCSD Deputy Albert Nave that sometime between Thursday and Sunday, someone had stolen a weedeater and a Craftsman tool box with tools. The total estimated value for the stolen property is more than $500.
   * Linda K. Jonas, 513 Franklin St., Johnson City, reported to CCSD Deputy Johnny Miller that while she was at the Little Milligan Camp Ground on Sunday, someone had stolen her purse from her vehicle. She reported that the purse contained her drivers license and other personal papers as well as some prescription medication belonging to her.
   * Mark Maggard, 104 Nave St., Lot 2, Hampton, reported to CCSD Deputy Shannon Deloach that sometime between 3 a.m. and noon on Saturday, someone stole a toolbox containing two sets of socket wrenches from the bed of his truck while it was parked at his residence.
   * Linda Sue Collins, 608 Locust St., Apt. 32, reported to EPD Capt. Jack Verran that sometime between Thursday and Sunday, someone entered her residence while she was away and had stolen some prescription medication belonging to her.
  
Missing Person

  
* Steve K. Phillips, 18, 1286 Huffine Road, Johnson City, was reported missing on Sunday night by his mother Anna Phillips, 807 Cambridge Ave., Elizabethton, and his foster mother, Kathy Bishop, 1286 Huffine Road. He was last seen Sunday afternoon by Phillips at the Sav-A-Lot on West Elk Avenue. He is described as a white male with brown hair and eyes who stands five feet, six inches tall and weighs approximately 220 pounds. He was last seen wearing blue jeans and a long-sleeved gray and white checked shirt.
  
Animal Death

  
* Danny Keith Ward, 338 Cripple Creek Road, reported to CCSD Deputy Jim Whaley that sometime between 5 p.m. on Thursday and 6 p.m. on Friday, someone had entered some property owned by him at 256 Garland Branch Road and had shot and killed five goats that belonged to him. According to reports, the goats appeared to have bullet wounds in their necks and shoulders from a small caliber gun. One of the goats was still alive when Whaley arrived on the scene shortly after 6 p.m. on Friday and had to be put down by the officer. The goats were valued at $320.
