Arrests

   * John Russell Chappell, 46, 510 N. Sycamore St., was arrested Thursday evening by Elizabethton Police Department PTL Brooke Mullins and charged with third offense DUI, driving on a revoked license, violation of open container law, violation of implied consent and theft of property.
   * Roger Dale Bolin, 43, 705 Poplar St., was arrested Thursday evening by EPD PTL Brooke Mullins and charged with DUI by consent.
   * Shawn Brandon Stalcup, 21, 297 Keenburg Road, was arrested Thursday morning by Carter County Sheriff's Department Deputy Donald White on a warrant charging him with violation of probation.
   * James Lee Reising, 40, 116 W. Walnut St., Johnson City, was arrested Thursday afternoon by CCSD Deputy Donald White on a warrant charging him with violation of probation and failure to appear.
   * Michael Lloyd Reed, 35, 3037 Siam Road, was arrested Thursday night by CCSD Sgt. Patrick Johnson on a warrant for failure to appear.
   * John Paul Jones, 22, 273 Toll Branch Road, Johnson City, was arrested Thursday evening by CCSD Deputy J. Booher and charged with violation of probation.
   * Scotty Lee Reece, 24, 657 Green Road, Butler, was arrested Thursday evening by CCSD Sgt. Patrick Johnson and charged with third offense DUI, driving on a revoked license, failure to provide insurance and theft under $500.
   * Eric Wayne Guy, 21, 405 W. Watauga Ave., Johnson City, was arrested Thursday evening by CCSD Lt. H. Guess on a warrant for failure to appear.
   * William Roger Shell, 39, 165 Lovers Lane, was arrested by CCSD Sgt. Patrick Johnson and charged with first offense DUI, driving on a suspended license, violation of implied consent and possession of Schedule VI narcotics.
  
Animal death


  
* Kitty Hendrix, 106 Soloman Lane, reported to CCSD officers that two dogs, a large brown dog with pit bull mixed and a black and tan shepherd, that belonged to a neighbor, had attacked and killed a goat which was tied on her property. The officer went and spoke with Letha McKinney, 106 Hendrix Drive, Apt. 2, who stated that one dog was hers and the other belonged to her son and that she would pay for the damage done by the dogs. The estimated value of the goat is $100.
