Arrests

  
* Darlene D. Smith, 49, 433 Barefield Road, Chuckey, was arrested Friday evening by Elizabethton Police Department PTL Shannon Peters and charged with DUI and violation of implied consent.
   * Isaias Salas Herrera, 38, 301 S. Sycamore St., was arrested Saturday afternoon by EPD PTL Jason Shaw and charged with disorderly conduct.
   * Pedro Salas Herrera, 32, 301 S. Sycamore St., was arrested Saturday afternoon by EPD PTL Jason Shaw and charged with disorderly conduct.
   * Katherine Annette Rogers, 21, 1294 Bluefield Ave., Apt. B1101, was arrested Saturday night by EPD PTL Shannon Peters and charged with shoplifting. Rogers also was served active warrants for failure to appear on the charges of assault and vandalism under domestic violence.
   * Teresa Marie Fenner, 46, 909 Fairview St., was arrested early Sunday morning by EPD PTL Shannon Peters and charged with DUI and violation of implied consent.
   * Walter Ray Lyons, 33, 236 McKeehan Ridge Road, was arrested early Monday morning by EPD PTL Jennifer Mayberry and charged with DUI, violation of implied consent, possession of Schedule IV narcotics, resisting arrest, violation of financial responsibility and improper driver's license endorsement.
   * Angel A. Wilson, 24, 1300 Buffalo St., Erwin, was arrested Sunday afternoon by EPD Sgt. Charles Moreland and charged with public intoxication and attempting to obtain narcotics by fraud.
   * Tommy Glen Estep, 26, 208 Old Siam Road, was arrested Sunday night by EPD Cpt. Clyde Croy and charged with DUI.
   * Chadrick Steven Bristol, 29, 1411 E. Watauga Ave., Johnson City, was arrested early Sunday morning by EPD Sgt. Roger Crowe and charged with third offense DUI, fourth offense driving on a revoked license and violation of implied consent.
   * Christopher D. Harmon, 22, 34 Pebblehill Park, Greeneville, was arrested Friday afternoon by EPD PTL Michael Merritt and charged with speeding, driving on a suspended license and violation of the seat belt law.
   * Oscar Eugene Osborne, 45, 347 Highway 91, was arrested late Sunday night by Carter County Sheriff's Department Sgt. Penny Cornett and charged with theft from a motor vehicle.
   * Grant J. McDaniel, 27, 1005 Siam Road, was arrested Saturday morning by CCSD Deputy Bradley Johnson and charged with reckless endangerment and improper driver's license endorsement.
   * William David Jackson, 49, Rt. 5 Box 90, Johnson City, was arrested Tuesday by JCPD officers after an investigation into a theft that occurred in August. He is being held in the Washington County Detention Center in lieu of a $5,000 bond. He is scheduled to appear in General Sessions Court on Thursday.
  
Vandalism


   * Peggy Garland reported to CCSD Lt. Harvey Guess that someone had broken a headstone on the grave of Claude Richardson in the Taylor Cemetery on Taylor Hollow Road. According to reports, the damage appears to have been caused by blows from a claw hammer or possibly a large pry bar.
  
Thefts

   * Tommy Mark Shingleton reported to CCSD officers that sometime between 9-11 p.m. on Saturday, someone entered a company truck belonging to T & S Pipe & Iron Works, 316 U.S. Highway 321, and stole several tools and equipment from the cab and bed of the truck.
  
Missing persons


  
* Julia F. Schramm, 199 River Road, reported to CCSD officers that her daughter, Kristina April Michele Schramm, 16, was missing. The girl is described as a white female, 5'7" with brown hair and brown eyes and weighing approximately 175 pounds. She was last seen wearing blue jeans and a dark green pullover shirt. She also wears glasses and braces. She was last seen at her home on Sunday.
   * Colleen M. Cole, 117 Rainbow Circle, reported to CCSD officers that her daughter, Irene J. Jowers, 17, was missing. Jowers is described as a white female, 5'5" with hazel eyes. She was last seen by her mother leaving her home at 9 a.m. Saturday.

Death investigated

   * Carter County Sheriff's deputies responded to an unattended death reported to emergency authorities shortly after 6 p.m. on Tuesday. According to the police report, Glen Martin McKinney reported to CCSD Sgt. G.S. Johnson that he had not seen his sister Connie Elaine McKinney, 40, 3208 South Roan Street, Johnson City since Nov. 8. He stated that he went to her residence on Tuesday to check on her. McKinney said he could get no response from her residence and forced entrance into the dwelling. He advised that he found Connie McKinney deceased on her bed. The department's criminal investigations division was notified and responded to the scene, according to the report.
