Arrests


   * Johnny Ray Garland, 27, 2836 Old State Route 34, Limestone, was arrested Monday by Carter County Sheriff's Department Deputy Eric Buck after he spotted a vehicle driven by Garland and had knowledge tht he was driving on revoked license. The officer followed the vehicle and found it sitting unattended in the Amoco parking lot off U.S. Highway 19E. The officer called for backup so he could go in and check the store. A backup officer arrived about 10 minutes later and while Deputy Buck was giving him a description of Garland, the officers were advised that he was hiding in a dumpster in back of the store. As the officers were turning the corner, Garland was observed running across Highway 19E. Garland was told to stop several times and that a K-9 unit would be used to track and apprehend him if he did not. CCSD Deputy Sarah Ryan and K-9 Sgt. Kabor arrived on the scene and Sgt. Kabor was deployed to track Garland, who was found lying face down in a thicket with his hands under his body. He was ordered to surrender and show his hands. When he did not, Sgt. Kabor was commanded to apprehend him. He was taken into custody without further incident. Upon inventory of Garland's vehicle, Deputy Buck found what appeared to be a marijuana cigarette in the ash tray. Garland was charged with fleeding to avoid apprehension, resisting arrest, possession of Schedule VI, and third-offense driving on revoked license.
   * Michael Bruce Morton, 29, 102 Suncrest Drive, was arrested Monday at Hunter Elementary School by Constable Sgt. Bobby Canter and charged with possession of Schedule VI for resale, possession of Schedule II (morphine), and possession of drug paraphernalia.
   * James William Gross, 24, 308 Weaver Hill Road, Johnson City, was arrested Monday by CCSD Deputy Eric Buck on a charge of violation of probation.
   * Francisco Lopez, 104 Higbee Street, Horse Cave, Ky., was arrested Monday by CCSD Lt. Forrest Sharp, in Kentucky on a warrant charging him with five counts of forgery.
   * Micah Lynn Potter, 36, 130 King Street, was arrested Monday by CCSD Deputy Eric Buck and charged with failure to appear with fines and costs.
   * Rodney Joe Eller, 27, 119 Hartley Road, was arrested Monday at Hunter Elementary School by CCSD Deputy Albert Nave on a capias charging him with failure to appear on public intoxication.
   * Caroline M. Arrowood, 200 Blankenship Lane, Erwin, was issued a summons Monday by Elizabethton Police Department Ptl. Mike McIntosh for driving on revoked license and violation of the financial responsibility law.
  
Theft


   * Lori and Jason Lane Blackwell, 114 S. Lynn Avenue, reported Monday to EPD Ptl. Kevin Cable that someone had been stealing their mail for the last four to five weeks and that a check from the Section 8 office was missing and according to office personnel, had been cashed.
   * Lois Lay, 205 Smith Hollow Road, Butler, reported Sunday to CCSD Deputy Laverne Julian that she and her husband had been involved in a motor vehicle accident on Saturday and that their vehicle was towed by Fish Springs Wrecker Service. Lay said that when she and her husband went to retrieve the vehicle, they found some items missing, including a blood pressure cup, stethoscope, rubber gloves, tools, a large pillow with an American flag on it, and some canned food items.
