Arrests

   * Danny D. Blair Jr., 22, 201 Dalewood Drive, was arrested Thursday by Carter County Sheriff's Department Deputy Eric Buck after he and Deputy Jim Whaley went to the residence in an attempt to serve a warrant on Blair and Joseph Crowther, 25, same address. According to the incident report, a female who lived at the residence gave the officers permission to search, at which time Deputy Buck entered the residence and observed a male subject standing in a bedroom. The man identified himself as Lee Preston Beasley and asked the officer if he could get a drink of water. Deputy Buck gave him permission, and the subject, rather than getting a drink, proceeded to the back door of the residence. Deputy Buck ordered him to stop so that he could verify his identification. The male subject instead opened the back door, where he was welcomed by Deputy Whaley, who identified his as Blair. Blair was advised by Deputy Buck to place his hands behind him, which Blair did not do, and instead tried to squeeze by Deputy Buck. The officer grabbed his arm, at which time Blair attempted to resist. Deputy Buck and Deputy Whaley advised Blair to stop resisting, which he did not, and was subdued with minimum force. Blair was served the warrant charging him with violation of probation and additionally was charged with resisting arrest and criminal impersonation. Crowther also was arrested by Deputy Buck and charged with failure to appear on driving on suspended license, failure to appear with fines and costs on domestic violence, and two counts of failure to appear on violation of worthless checks.
   * David Scott Graybeal, 23, 137 Jewel Street, Apt. 2, Johnson City, was arrested Thursday by CCSD Sgt. Keith Range following a traffic stop. Graybeal was charged with two counts of contributing to underage consumption, possession of Schedule VI and failure to maintain proof of insurance. Two passengers, Adam Colby Smith, 18, 137 Jewel Street, Johnson City, and Michael Andrew Bean, 18, 1206 Idlewyde Circle, Johnson City, both were charged with underage consumption.
   * Brad Anthony Tester, 19, 126 Sunnyview Court, was arrested Friday by CCSD Deputy Brad Hamm following a traffic stop. Tester was charged with possession of Schedule VI, possession of drug paraphernalia, and no driver's license on person.
   * Melinda McNew Heaton, 37, 510 Allen Avenue, was arrested Thursday at Carter County Jail by CCSD Deputy Mike Commons on a warrant charging her with violation of probation.
   * Miranda Pilk, 24, 9472 Highway 19E, Roan Mountain, was arrested Thursday at Carter County Jail by CCSD Deputy Mike Commons on a warrant charging her with violation of probation.
   * Melinda S. Gilbert, 21, 195 Spring Street, Johnson City, was arrested Friday by Elizabethton Police Department Capt. Art Smithdeal after the officer responded to Wal-Mart regarding a shoplifter. Gilbert was served a summons for shoplifting and was taken into custody on a capias for failure to appear on leaving the scene of an accident.
   * Robert B. Hammett, 50, 140 Jackson Avenue, was arrested Thursday by EPD Ptl. Tonya Scott after the officer was dispatched to 508 Trudy Street, regarding an intoxicated subject outside the residence causing a problem. Hammett was charged with public intoxication.
   * Tony J. Garland, 40, 156 Sycamore Shoals Drive, was arrested Thursday by EPD Ptl. Jason McCall after Garland turned himself in at the police department. Garland was charged in a warrant taken out Dec. 21, 2001, by Ptl. Mike Merritt with second-offense driving on suspended license.
   * Officers of the Johnson City Police Bureau on Friday arrested Christine Carrie Rice, 31, 300 East Chestnut Street, Johnson City, and charged her with attempting to obtain drugs fraudulently, felony evading arrest, two counts of reckless endangerment and driving on a suspended license. She was being held Saturday at the Washington County Detention Center in lieu of a $12,000 bond and faces an initial hearing in Washington County General Sessions Court in Johnson City on Monday.
   * Officers of the Johnson City Police Bureau on Saturday arrested William E. Kiser, 41, 112 Colbaugh Lane, Elizabethton. The arrest stems from an investigation into damage to a building occurring at 308 East Main Street, Johnson City. A large glass window was broken and the burglar alarm was sounding as officers arrived. Kiser was charged with felony vandalism and public intoxication. Kiser was being held Saturday in lieu of a $2,350 bond. An arraignment date for Kiser was set for Monday at 1:30 p.m. in Washington County General Sessions Court.
   * Officers of the Johnson City Police Bureau on Saturday arrested Ricky D. Wireman, 36, 4408 East Stone Mountain Road, Coeburn, Va., on a revoked license for being a habitual motor offender. The arrest stems from an officer working a "cops in shops detail" at Boones Creek Liquor & Wine. Mr. Wireman drove his pickup truck into the parking lot, entered the store, and purchased alcohol, according to the JCPB. The report states that Wireman presented a VA ID card and a check of his ID card showed his license to be revoked for HMO. Wireman was being held Saturday in the WCDC under a $5,000 bond. He faces a preliminary hearing on Monday at 1:30 p.m. in General Sessions Court in Johnson City.
