Arrests

   * Casey A. Reed, 36, 111 Stillwater Circle, was arrested Tuesday by Carter County Sheriff's Department Sgt. Penny Cornett following a traffic stop on U.S. Highway 19E. Reed was charged with driving on suspended license and violation of financial responsibility.
   * Hazel Nellie Berry, 47, Lynnridge Apartments, was arrested Tuesday by CCSD Deputy Eric Buck and charged with sale of Schedule II and sale of Schedule III.
   * Shannon Campbell, 24, 210 Price Road, was arrested Tuesday by CCSD Deputy Eric Buck and charged with violation of probation.
   * Ricky Wayne Cash, 41, 404 Highland Ave., Johnson City, was arrested Tuesday by CCSD Reserve Sgt. Jeff Winters on a capias charging him with failure to appear.
   * Tony Phillips, 48, U.S. Highway 19E, Newland, N.C., and Joseph Frederick Johnson, 20, 162 Bremer Road, Hampton, were arrested Tuesday by CCSD Lt. Rocky Croy after the officer was dispatched to a fight call in Roan Mountain. Phillips was charged with public intoxication. Johnson was charged with drinking under age and also was served a capias charging him with failure to appear.

Property damage

   * Deana Irick, 33, 174 Mill Pond Road, reported Tuesday to CCSD Sgt. Tim Lowe that she was traveling on Jenkins Hollow Road in her 2000 Chevrolet Impala when a large black lab ran in front of the vehicle. Irick stopped to avoid hitting the dog. The dog then bit the right front bumper of her car, causing scratches and chipped paint.
  
Theft

   * Janice Hatley, 49, 133 Renee Drive, Johnson City, reported Tuesday to CCSD Chief Deputy James Parrish that she found three cartons of cigarettes missing from her home. Hatley said she returned home Monday night and found her back door unlocked but did not notice anything missing at the time. She found a piece of trim missing from the door and believes the thief might have gained entry through the door.
   * Evelyn Lowrance, 74, 115 Sunny Acres, reported Tuesday to Elizabethton Police Department Ptl. Shannon Peters that she was shopping at Food City when she noticed her wallet missing. Lowrance said someone apparently got the wallet out of her cart when she was not looking. Approximately $100 cash, keys and personal identification were taken.

Rape

   * Derek Adam Berlin, 20, 211-1/2 Hillcrest Apt. 5, Rogersville, was arrested Monday after turning himself in to Sullivan County Sheriff's Office and charged with the May 11 rape of a 13-year-old female. According to the report, the girl was at Fort Henry Mall in Kingsport with friends when she was introduced to Berlin. The girl left the mall with him and two other friends. After dropping off one friend, the three went riding around. The girl had been told they were going to watch a movie and order pizza when she left the mall. They eventually went to Southview Subdivision and parked in a cul-de-sac, where Berlin started to kiss the girl and removed her clothing. The girl tried to push Berlin away, telling him "no," according to the report, however, Berlin continued and forcibly raped the juvenile. The girl said she was pinned down by Berlin in the back seat of his compact car and could not move. Berlin was being held Wednesday on $15,000 bond.
