Arrests


   * Rickie A. Duckworth, 48, 203 Smith Ave., was arrested around 6 p.m. Saturday by Elizabethton Police Department Ptl. Mike McIntosh after the officer was dispatched to a hit-and-run accident at the intersection of West Elk Avenue and Bemberg Road. The vehicle left the scene and was spotted by EPD officers, who attempted to stop it at the intersection of Hudson Drive and West G Street. The driver of the red Chevrolet Cavalier, later identified as Duckworth, ran the stop sign and continued east on G Street. The driver then ran a red light at West G and Bemberg Road, at which time police discontinued the pursuit due to heavy motor vehicle and pedestrian traffic. Duckworth turned into Ingles parking lot where approximately 350 person were attending a Carter County Motor Club car show. Duckworth nearly struck several persons, according to the report, before stopping in the middle of the crowd and exiting the vehicle. He was taken into custody. Investigation revealed that Duckworth had crashed into the rear of a 1994 Chevrolet Beretta driven by Joseph Montgomery, 21, 427 E. K St., then got out and asked Montgomery not to call police. When Montgomery called 911, Duckworth left the scene and nearly struck another vehicle. He was charged with fourth-offense DUI, fourth-offense driving on revoked license, following too close with contact, leaving the scene of an accident with property damage, felony evading arrest, two counts of failure to obey a traffic control device, and five counts of felony reckless endangerment.
   * Dayton Leonard McNeal, 67, 777 Sugar Hollow Road, was arrested Saturday by EPD Ptl. Joey Proffitt on three outstanding capiases charging him with failure to appear.
   * Johnny Wayne Fullen, 34, 426 White Hollow Road, Bluff City, was arrested Sunday by EPD Ptl. Kevin Cable at Sycamore Shoals Hospital and charged with public intoxication.
   * James Theodore Livsey, 31, of Kingsport was arrested Saturday by EPD Sgt. Brian Fraley following a traffic stop on Main Street. After running a check on Livsey, it was found that he was wanted in Arkansas for failure to appear on felony second-degree battery. He was charged with being a fugitive from justice.
   * Amy Nicole Russell, 31, 2006 W. G St., was arrested Saturday by EPD Ptl. Jennifer Mayberry after the officer responded to an accident at the drive-thru of Sammons Hot Dogs, 2020 W. Elk Ave. According to the report, witnesses said that as Russell attempted to drive up to the pickup window, she struck a vehicle belonging to Debra Sammons, 1545 Colony Park Drive, Johnson City, then backed up and hit the vehicle again. While Russell was at the window waiting for her food, she appeared to pass out, according to Sammons. When the officer arrived, Russell was in the vehicle, which was in gear but not running. The officer awakened her after several attempts. Russell was charged with second-offense DUI and violation of implied consent.
   * Ernest Earl Brewer, 22, 1629 Central Ave., was arrested Saturday by EPD Ptl. Joey Proffitt after the officer responded to a report of a possible drunken male at Ingles. Brewer was charged with public intoxication.
   * Glenn Allen Hopkins, 22, 1270 Bluefield Ave., Apt. A1, was arrested Sunday by EPD Sgt. Brian Fraley after the officer was dispatched to U.S. Highway 19E near Siam Road in reference to an intoxicated male. According to the report, Sgt. Fraley located Hopkins near the highway, where he was staggering and swaying as he attempted to walk east toward Siam Road. Sgt. Fraley asked Hopkins whether he was OK, to which Hopkins responded, "Sure, I'm drunk!" He was charged with public intoxication and transported to Carter County Jail where he was administered an Intoximeter test, resulting in a blood alcohol content of .13 percent.
   * Jeffery M. Surer, 18, 142 Spears Ave., was arrested around 3 a.m. Monday after he was observed near the drive-thru of Security Federal on East Elk Avenue. According to the report, Surer was staggering and falling and unable to stand under his own power. He told the officer he had not been drinking but had taken two Klonopin earlier in the evening. He was charged with public intoxication.
   * David R. Escobar, 34, 255 Jenkins Hollow Road, was served two summons Friday by EPD Ptl. Mike McIntosh charging him with worthless checks.
   * Wesley A. Hicks, 36, 237 Lick Skillet Road, was arrested Saturday by Carter County Sheriff's Department Deputy Albert Nave and charged with public intoxication.
   * William George Carlson, 35, 319 West St., Roan Mountain, was arrested Saturday by CCSD Deputy Brad Johnson and charged with public intoxication.
   * Michael Shane Sims, 24, 111 Holston Ave., Apt. 2, was arrested Friday by Constable Bobby Canter following a traffic stop. Sims was taken into custody on warrants charging him with failure to appear on second-offense DUI and third-offense DUI, second-offense driving on revoked, violation of implied consent and possession of drug paraphernalia.
   * James Wade Campbell, 21, 189 Norman Joines Road, was arrested Sunday by CCSD Deputy Johnny Miller on a warrant charging him with assault under domestic violence.
   * Debbie S. Fink, 41, 146 Spring Drive, Johnson City, was arrested Sunday by CCSD Deputy Kenny Cornett after the officer responded to an automobile accident on North Road. She was charged with DUI and transported to Carter County Jail where she was given an Intoximeter test, resulting in a blood alcohol content of .15 percent.
   * Donna Taylor, 32, 114 Davis Hollow Road, was arrested Saturday by CCSD Sgt. Penny Cornett on a warrant from General Sessions Court charging her with violation of probation.
   * Christopher Effrick, no age available, 167 Bare Hollow Road, was served with warrants on Monday by CCSD Deputy Kenny Cornett on charges of assault under domestic violence and assault. According to CCSD Chief Deputy James Parrish, deputies received a call of a fight in progress at a Bare Hollow Road residence on Monday evening. Upon arrival, deputies reportedly found a subject identified as Effrick, who had sustained a severe gash on his arm by sticking his arm through a window. When Cornett arrived on the scene, Effrick allegedly ran into the woods. CCSD Deputy Sarah Ryan and K-9 Kabor arrived at the scene and located him in the woods where he was taken into custody without incident. The Carter County Rescue Squad transported Effrick to Sycamore Shoals Hospital.

   * Bertie Hodge, who was listed in the June 23 police beats charged with telephone harassment, is not Bertie Marie Hodge of Hampton.
