Arrests


   * Clinton Dewitt Whitson, 36, 121 Forest Hill Drive, Johnson City, was issued a summons Monday by Elizabethton Police Department Capt. Clyde Croy after the officer was advised by Ptl. Jennifer Mayberry that she had clocked a green Dodge Neon traveling west at 73 mph in a 40 mph zone in front of Edens Carpet, weaving in and out of traffic. Capt. Croy clocked the vehicle at 87 mph in a 55 mph zone on Highway 67. The officer got behind the vehicle; however, the driver made no attempt to slow down, but, instead, pulled up on a vehicle in front of him until he was right on its bumper, according to the report. The driver then cut to the right, drove behind another vehicle, and proceeded to ride its bumper, then cut left in front of the first vehicle he had tailgated. The officer finally caught up with the driver, identified as Whitson, and stopped him at the Elizabethton city limits. He was charged with two counts of assault/intimidation.
   * Adam Asa Lowe, 19, 801 Harrier Court, Durham, N.C., was arrested Tuesday by EPD Ptl. Kevin Cable after the officer stopped to inspect a stopped vehicle that was facing west on East Elk Avenue with four people standing outside it, engaged in a disturbance. The officer determined Lowe was driving the vehicle, when an argument ensued. The occupants jumped out and apparently were ready to fight when the officer arrived, according to the report. The officer detected the smell of marijuana coming from Lowe and asked for permission to search. A set of scales commonly used to weigh the drug were found in one of Lowe's pockets. He was charged with public intoxication and possession of drug paraphernalia.
   * Joseph Lee Crowther, 25, 133 Dalewood Drive, Johnson City, and Misty Dawn Crowther, 22, 126 Elliott Road, Johnson City, were arrested Monday by EPD Ptl. Kevin Cable following a traffic stop. Crowther was issued a summons charging him with driving on a suspended license. A records check revealed he was wanted in Washington County on an outstanding capias for failure to appear on a bad check charge. He was taken into custody. Misty Crowther, a passenger in the vehicle, was arrested after a records check revealed she was wanted on an outstanding capias in Carter County charging her with failure to appear on two counts of violation of a worthless check law.
   * Jose Davilo Herrera Diaz, 25, 2105 Greenwood Drive, Johnson City, was arrested Monday by Carter County Sheriff's Department Deputy Jeff Markland after the officer observed a vehicle being driven by Diaz. The officer had personal knowledge that Diaz was not a licensed driver and took him into custody, charging him with no driver's license.
   * Judith L. Church, 40, 307-B Southview Circle, was arrested Monday by CCSD Deputy Mike Carlock and charged with violation of probation.
   * Eric Lee Miller, 21, 139 Leach Road, Johnson City, was arrested Tuesday by CCSD Deputy Dean Jones on a Criminal Court warrant charging him with violation of probation.

Theft/vandalism


   * Randy Ellis, 36, 2651 Gap Creek Road, Hampton, reported Monday to CCSD Deputy Jeff Markland that a passenger in a small white truck, traveling east on Gap Creek Road, shot out the window of his 1984 Ford Thunderbird, apparently with a B-B gun, while it was parked outside the residence.
