Arrests


   * Leonard McCoy Arnold, 52, 124 Betterley Place, was arrested Friday by Elizabethton Police Department Ptl. Jason McCall after the officer was dispatched to 1017 Oak St., regarding a domestic disturbance. According to the report, Arnold allegedly grabbed his girlfriend by the hair, slung her to the ground in the yard and struck her in the head. Arnold told the officer the two had been arguing and he shoved his girlfriend to the ground. Arnold was charged with assault under domestic violence.
   * Troy Adam Pilkington, 20, 121 Ruby Ave., was issued a summons Sunday by EPD Capt. Clyde Croy charging him with theft under $500 after the officer responded to a shoplifting call at Wal-Mart.
   * Barrie G. Oliver, 33, 627 Jena Beth Drive, was issued a citation Sunday by EPD Sgt. Roger Crowe after officers responded to a call at Jena Beth Apartments and observed Oliver come outside, sit down on the porch and begin drinking a beer. He was cited for open container. The officer also found that Oliver had three outstanding summons at Carter County Sheriff's Department. Sheriff John Henson brought the summons to the scene and Sgt. Crowe served them on Oliver.
   * Amanda M. Jenkins, 18, 657 Jena Beth Drive, was issued a summons around 3 a.m. Monday by EPD Sgt. Roger Crowe following a traffic stop. Jenkins was cited for driving on suspended license.
   * Stephen Shane Bateman, 22, 152 Webb Hollow Loop, was issued a summons Friday following investigation of a hit-and-run accident Wednesday on West G Street. Bateman was cited for leaving the scene of an accident with injury, failure to give information or render aid, and violation of financial responsibility law.
   * Roscoe Nathaniel Wheelock, 38, 105 Basin Road, was arrested Friday by Carter County Sheriff's Department Deputy Sarah Ryan after she and Lt. Rocky Croy responded to a domestic disturbance at the residence. Wheelock was charged with public intoxication.
   * Ronnie Alan McQueen, 31, 120 Hazelwood Hollow Road, Hampton, was arrested Saturday by CCSD Sgt. Patrick Johnson after the officer responded to the residence regarding an unwanted guest. McQueen was charged with public intoxication.
   * John Wayne Elliott, 130 Emerald Point, Apt. #1, was arrested Friday by CCSD Investigator Chris Pierce and charged with DUI, driving on revoked license and open container.
   * Michael Darin Scalf, 19, 510 Allen Ave., was arrested Friday by CCSD Deputy Al Meehan following a traffic stop. Scalf was arrested on warrants charging him with auto burglary, theft of property and vandalism over $1,000.
   * Michael Shayne Fitzgerald, 42, 150 Morton Road, Hampton, was arrested Saturday by CCSD Deputy Laverne Julian on a capias charging him with failure to appear on theft under $500.
   * Jeremy Wayne Lacey, 21, 134 Rosewood Circle, was arrested Saturday by CCSD Deputy Laverne Julian and charged with aggravated DUI.
   * Joseph Roy Garland, 20, 2529 Bob Little Road, was arrested Saturday by CCSD Deputy Shannon Deloach and charged with second-offense DUI and driving on revoked license.
   * Terry Ray Street, 40, 117 Marlow Lane, was arrested Sunday by CCSD Deputy Shannon Deloach on a capias charging him with failure to appear on fines and costs.
   * Jay Crockett Payne Jr., 40, 1990 King Springs Road, was arrested Sunday by CCSD Sgt. Patrick Johnson and charged with aggravated DUI.
   * Shannon Frontz, 19, 800 Polk Ave., Johnson City, was arrested Monday by CCSD Investigator Johnny Blankenship on a warrant charging him with theft over $500.
  
Vandalism

   * James Ray, 57, 312 W. Forth St., Watauga, reported Saturday to CCSD Deputy Laverne Julian that someone had thrown rocks at his truck while it was parked under the carport. The rocks damaged the hood, passenger's side door, and near the rear of the truck bed on the driver's side. One rock broke the front windshield and lodged under the wiper.
   * Frances Hund, 46, 509 Sycamore Gardens, reported Saturday to EPD Ptl. Jason McCall that she and her 80-year-old father were sitting on the couch in front of the living room window watching television when they heard glass break. When they looked, they saw a car driving away and found that the side panel window and screen had a hole in it. A silver locking nut was found on the ground behind the couch. According to the report, the nut apparently had been shot through the window, possibly with a sling shot, and traveled through a screen and two pieces of glass before coming to rest inside the house. Ralph Hund was sitting directly in front of the point of entry of the nut, which appeared aimed at his head.

Theft

   * Mildred Richardson, 34, 1298 Bluefield Ave., reported Sunday to EPD Ptl. Shannon Peters that she took a nap and woke up around 4:30 p.m. to find her 1995 Chevrolet Corsica missing. Richardson said the keys to the vehicle were in between the front seats.
   * Roger Forbes, 54, 708 Holston Ave., reported Friday to EPD Capt. Bill Fraley that someone removed a 24-foot extension ladder from the residence sometime during the night.
   * Michael T. Jones, 29, 1009 Jordan Road, reported Friday to EPD Ptl. Jerry Bradley that someone removed his wallet from his residence.

Property damage

   * David Charles Brummit, 435 Rockhouse Road, reported Sunday to CCSD Deputy Al Meehan that he was sitting in his truck at 111 J.C. Vines Road, Hampton, when the wind blew over a tree, which struck his 2002 Toyota pickup. Members of Carter County Highway Department cleared the tree from the roadway.
