Arrests
* Robert Walker Vandyke, 65, 816 Hickory St.,
was arrested Friday by Elizabethton Police Department Detective
Anthony Buck following investigation in a child sexual abuse
case which began Aug. 2, 2001. Results of the investigation
were presented March 4 to the Carter County Grand Jury, resulting
in Vandyke's indictment on three counts of sexual battery,
two counts of aggravated sexual battery, and three counts
of rape of a child. His bond was set at $100,000.
* William A. Kiser, 47, 206 Cripple Creek Road,
Watauga, was arrested Thursday by EPD Ptl. Michael Merritt
following a traffic stop on Gap Creek Road. As the officer
approached the vehicle he detected a strong odor of marijuana
coming from inside, according to the report. Upon search of
the vehicle, Ptl. Jack Ramsey found a small plastic bag containing
a single blue pill later identified as Diazepam, a Schedule
IV substance. A plastic bag containing what was believed to
be marijuana was found in the console along with a pack of
rolling papers. A pair of hemostats with residue on the clamping
end was found in the rear passenger compartment. Kiser was
charged with speeding, violation of financial responsibility,
possession of Schedule VI, possession of Schedule IV, and
possession of drug paraphernalia.
* Michael Lynn Peterson, 18, 1901 Sunflower Lane,
Watauga, was arrested Thursday by EPD Ptl. Jason Shaw on a
warrant charging him with burglary, theft and vandalism. The
arrest resulted from investigation into the Sept. 27 burglary
of a vehicle at Winn-Dixie during which a toolbox and several
hand tools were taken.
* Lonnie Pierce, 28, 111 Emerald Point, was arrested
Thursday by EPD Ptl. Tonya Scott after the officer was dispatched
to Crossroads. Pierce was charged with violation of probation.
* Timothy Carlton Phillips, 43, 108 Stratton
Place, Kingsport, was arrested Thursday by EPD Ptl. Michael
Merritt following a traffic stop on Gap Creek Road. Phillips
was charged with speeding, second-offense driving on revoked
license and violation of financial responsibility law.
* Walter Kenneth Smith, 31, 401 McArthur, was
arrested Thursday by EPD Ptl. Tonya Scott after the officer
was dispatched to Crossroads. Smith was charged with violation
of probation on an outstanding warrant from Washington County.
* Roy Daniel Nidiffer, 25, 109 Ensor Nidiffer
Road, was arrested Thursday by EPD Sgt. Matt Bailey after
the officer was dispatched to Crossroads. Nidiffer was charged
with violation of probation.
* David Thomas Galvin Maynard, 23, 146 Borderview
Ave., was arrested Friday by Carter County Sheriff's Department
Sgt. Patrick Johnson following a traffic stop. During a search
of Maynard's vehicle, a cigarette pack containing a bud of
a substance believed to be marijuana was found. Maynard was
charged with possession of Schedule VI.
* Gary Lynn Dugger, 45, 131 Jim Morrell Loop,
was arrested Thursday by CCSD Deputy Todd Hamm after he and
Sgt. Patrick Johnson responded to the residence regarding
a domestic call. The victim, Sandra Dugger, told officers
that her husband had thrown an ash tray and a ceramic angel
figurine weighing 2-3 pounds at her because she refused to
get him another beer. The figurine stuck in her left arm.
Mrs. Dugger said her husband then chased her into the bathroom
and slammed her head into the sink several times. She was
treated at the scene by Carter county Rescue Squad. Gary Dugger
was located inside the residence and was charged with aggravated
assault under domestic violence. He also was charged with
violating an order of protection.
* Henry Clay Poole, 30, 199 Rye Branch Road,
was arrested Thursday by CCSD Sgt. Patrick Johnson after the
officer went to the residence to serve a search warrant for
the First Judicial District Drug Task Force. Poole left via
the rear of the residence and ran up a mountain where he was
apprehended after a brief pursuit. Poole was wanted on several
outstanding warrants from Carter and Johnson counties. He
was charged with evading arrest and violation of probation,
and was served a Criminal Court capias charging him with two
counts of failure to appear, and a General Sessions Court
capias charging him with two counts of failure to appear.
Constable Bobby Canter assisted in the arrest and served the
existing warrants.
* John A. Humphrey, 35, 501 E. Watauga Ave.;
Charles R. Whitson, 42, 2822 W. Walnut St. #3; and Marion
Shawn Laughrun, 36, 144 Five Oaks Drive, Jonesborough, were
arrested Friday by officers of Johnson City Police Bureau
and charged with aggravated robbery. The arrest is the result
of investigation into the robbery of Roadrunner Market, 2607
S. Roan St., around 11:35 p.m. Friday.
Fire death
* Norman Lee Jones, 59, 1012 John Exum Parkway,
Johnson City, was found dead Friday inside his apartment after
members of Johnson City Fire and Police Bureau responded to
a fire at the residence. Members of the Police Bureau and
Fire Marshal's Office are conducting an investigation into
the blaze. The body has been transported to Quillen College
of Medicine for autopsy.
