Arrests
* Charles Arthur Bowers, 33, 1272 Bluefield Ave.,
was arrested Wednesday by Elizabethton Police Department Sgt.
Brian Fraley after he, Ptl. Jason McCall and Capt. Rusty Verran
were dispatched to Apt. B-2 regarding a fight in progress.
Bowers said two men in Apt. 115 had started a fight with him.
The officer found an aluminum baseball bat on the floor of
the breezeway. Bowers appeared to be intoxicated. The subjects
in Apt. 115 said Bowers had left after consuming alcohol with
them and an argument broke out. One of the subjects went to
Bowers' apartment in an attempt to calm him down and Bowers
came to the door with an aluminum baseball bat, the subjects
said. Bowers said two of the subjects attempted to fight him
while he was still in their apartment, so he left. When they
came to the door, he said he grabbed the ball bat to defend
himself and they argued in the breezeway. No punches were
thrown. Bowers was charged with public intoxication.

he heard a disturbance in the breezeway and saw Lohse with

the Exit lights. The witness said he asked Lohse what he was
doing and Lohse threatened him, then with the broom in his
