Arrests
* "Jane Doe," no information available, was arrested
Tuesday by Carter County Sheriff's Department Deputy Sarah
Ryan after she and Sgt. Lee Birchfield responded to 107 Loveless
Road regarding a disorderly female. C.J. Cole, of the residence,
told the officer that he had been allowing a female, known
to him only as "Linda," to stay at the residence. Throughout
the day, she became increasingly intoxicated and belligerent,
Cole told the officer. Deputy Ryan went into the residence
to talk to the woman and found that she had fled through a
window. While deputies were searching around the residence
Deputy Ryan observed the woman, wearing a T-shirt, shorts
and no shoes, entering a neighbor's gated yard. When the woman
noticed Deputy Ryan she took off running, winding her way
west on Gap Creek Road. She was quickly apprehended by Deputy
Ryan and escorted back to the residence. Cole identified her
as "Linda." She was arrested and charged with public intoxication.
During the booking process she would not divulge any information
about herself and thus was listed as "Jane Doe."
* Kevin M. Bowles, 34, 105 Milligan Ave., was
arrested Tuesday by CCSD Sgt. Patrick Johnson on warrants
charging him with assault under domestic violence and vandalism
under domestic violence. He also was served with an order
of protection.
* A 14-year-old student at L.I.F.T. Academy,
2453 Siam Road, was charged Tuesday with possession of drug
paraphernalia after a homemade pipe containing what was believed
to be marijuana residue was found on his person during a random
search. The juvenile also was in possession of cigarettes
and two lighters. The student advised he had gotten the pipe
from another student and was supposed to give it to someone
else.
* Millard Joel Buchanan, 48, 155 Hubert Shell
Road, Roan Mountain, was arrested Tuesday by CCSD Deputy Bradley
Johnson on a capias for failure to pay fines and costs.
* Manuel Collins, 22, 111 E. Lakeview Drive,
was arrested Tuesday by officers of the Johnson City Police
Bureau's Community Police Unit after they were called to 517
Washington Ave. to investigate a 911 hang-up call. When officers
arrived at the apartment they detected an odor of marijuana
and found a small baggie of marijuana in the kitchen. Upon
further investigation, several rocks of crack cocaine packaged
for resale were found on Collins' person. He was charged with
possession of Schedule II for resale, possession of Schedule
VI and criminal impersonation.
* David Howard Durst, 20, Town Square #29, Johnson
City, was arrested Tuesday by officers of the Johnson City
Police Bureau following investigation into the Jan. 29 theft
of money and vandalism to a window at Doctors Care, 2811 W.
Market St. Durst was charged with theft over $500 and vandalism
over $500.
* Carrie E. Bishop, 26, 224 Jarrell Drive, Bluff
City, and Wendy Henson, 27, 299 Cedar Lane, Bristol, Tenn.,
were arrested Tuesday by officers of the Johnson City Police
Bureau after they were called to Proffitt's Women's Store
in the Johnson City Mall regarding two women who were observed
attempting to steal $582 in clothing. Bishop and Henson each
were charged with felony shoplifting over $500.
