Arrests
* Terry Allen Potter, 38, Elk Avenue Bridge,
was arrested Wednesday by Elizabethton Police Department Ptl.
Jason McCall following a warrant check. Potter was arrested
on a capias charging him with failure to appear on fines and
costs for seventh-offense DUI, third-offense driving on revoked,
fifth-offense DUI and fourth-offense public intoxication.
Carter County Sheriff's Department Deputy Mike Commons also
arrested Potter on a warrant charging him with failure to
serve jail time.
* Clyde Edwin Roop, 52, 211 Taylor Hollow Road,
was arrested Wednesday by CCSD Deputy Kenny Cornett after
the officer responded to a disorderly person at the residence.
Bertha Cable told the officer that her son, Clyde Roop, was
out of control and was threatening her and her daughter with
a shotgun. Roop was observed outside, yelling and very irate.
He was charged with disorderly conduct under domestic violence.
* David Mack Whaley, 35, 149 Little Stoney Creek
Road, was arrested Wednesday by CCSD Deputy Jeff Markland
and charged with public intoxication.
* James Eugene Warren, 40, 149 Tiger Creek Road,
Roan Mountain, was arrested Wednesday by CCSD Sgt. Keith Range
and charged with second-offense DUI and criminal trespassing.
* John Paul Smith, 30, 1014 E. Market St., Johnson
City, was arrested Wednesday by CCSD Lt. Harvey Guess and
charged with failure to appear on a show cause order and failure
to appear on public intoxication.
* Stevie Estep, 42, 223 Jim Deal Road, was issued
a summons Wednesday by Elizabethton Police Department Ptl.
Tonya Scott after the officer was dispatched to Food City,
920 Broad St., regarding a shoplifter. According to the report,
Estep allegedly stuffed two rib-eye steaks down his pants
and attempted to run from the building.
* Timothy D. Lyons, 39, 103 Rosenbaum Private
Drive, was issued citations Wednesday by EPD Ptl. Michael
Merritt following a traffic stop. Lyons was cited for speeding
and violation of financial responsibility.
* Alan K. Lewis, 31, 107 E. K St., was issued
citations Wednesday by EPD Ptl. Michael Merritt following
a traffic stop. Lewis was cited for violation of financial
responsibility law, driving on expired license and violation
of registration law.
* Steven Gregory Heaton, 38, 1008 DeJarnette
St., was issued citations Tuesday by EPD Ptl. Michael Merritt
following a traffic stop. Heaton was cited for speeding and
violation of financial responsibility law.
* Michelle Nelson, 22, 197 Ollie Collins Road,
was issued citations Wednesday by EPD Ptl. Michael Merritt
following a traffic stop. Nelson was cited for speeding and
violation of financial responsibility law.
* Samantha D. Oliver, 19, 148 John Glover Road,
Hampton, was issued a citation Wednesday by EPD Ptl. Michael
Merritt following a traffic stop. Oliver was cited for violation
of financial responsibility law.
* Cynthia Carol Carden, 23, 2353 Lakewood Drive,
Johnson City, was issued summonses Wednesday by EPD Ptl. Richard
Haney following a traffic stop. Carden was charged with speeding
and driving on suspended license.
* Carl Perry, 20, 417 Washington Ave., was arrested
Wednesday by EPD Sgt. Matt Bailey after the officer was dispatched
to the 400 block of Washington Avenue regarding a disturbance.
Perry was arrested on an active warrant charging him with
violation of probation.
* Kathleen M. Dugan, 45, 2310 E. Oakland Ave.,
Johnson City, was arrested Wednesday evening by officers of
Johnson City Police Bureau and charged with theft over $1,000
following investigation into the theft of personal checks
from the offering boxes of a local church. Dugan was being
held in Washington County Detention Center under $10,000 bond.
* A 16-year-old male was arrested Wednesday evening
by officers of Johnson City Police Bureau and charged with
felony vandalism after he allegedly took his skateboard and
began hitting the passenger side door of a vehicle in the
1600 block of North Roan Street.
* Dominick Alston, 25, 905 Antioch Road, was
arrested Tuesday by officers of Johnson City Police Bureau
and charged with possession of cocaine for resale, criminal
trespassing and possession of drug equipment. The arrest stems
from officers receiving a call regarding possible drug activity
at 205 W. Fairview Ave., Apt. 108.
