Arrests

Ê * Lionel Thomas Hurd, 33, 413 Wilson Ave., Johnson City, was arrested Tuesday by Carter County Sheriff's Department Deputy Dean Jones on a capias for failure to appear on conspiracy to sell Schedule II and possession of Schedule II.
   * Matthew Lee Vance, 23, 460 Sciota Road, Unicoi, was arrested Tuesday by CCSD Deputy Laverne Julian after the officer was dispatched to Browns Branch Road regarding a vehicle in a ditch. Wendy Ellis, 214 Walter Stevens Road, told the officer that an older model orange Datsun was sitting in the middle of the road and to avoid a collision she had no choice but to run off the road. A 13-year-old female and a 2-year-old were in the vehicle at the time of the accident. The woman gave the officer a description of the man who told her he was looking for a place to turn around and that he would go get her a truck and pull her out of the ditch. As he drove off, the woman got his tag number. The man didn't return and the officer gave the woman and children a ride home. About an hour later, the officer was flagged down by a male driving a truck, who had an older male passenger with him. He was identified as Matthew Lee Vance. Vance told the officer that he was involved in an accident on Brown's Branch Road and wanted to report it, saying he brought a truck and his father to help him pull the car out of the ditch. Deputy Julian looked at the description of the driver that he had written down that Ellis had given him. Everything except the eyes matched. Matthew had brown eyes; the driver of the vehicle had blue eyes. Vance and his father were escorted to the scene of the accident. The officer had the two stand by while he went to get the female and bring her back to the scene. When she got to the scene, she told the officer that the male in question was not the one driving. He insisted he was and gave details, telling the woman what he had told her at the time of the accident and trying to confuse her, according to the report. She still said it wasn't him. Upon questioning, Matthew finally admitted that his brother, David Danny Vance Jr., 31, was the driver at the time of the accident. Further investigation showed Danny Vance's license was revoked for DUI. Warrants were issued for Danny charging him with leaving the scene of an accident and driving on revoked. Matthew was charged with filing a false report.
   * Joshua Calvin Branch, 22, 409 Highland Ave., Johnson City, was arrested Tuesday by CCSD Deputy Todd Hamm at North Side Hospital on a warrant taken out by Sgt. George Skeans charging Branch with aggravated burglary, auto burglary and theft under $500.
   * Tricia L. Morphew, 25, 162 Hogum Hollow Road, Roan Mountain, was arrested Tuesday by Elizabethton Police Department Ptl. Shannon Peters following a traffic stop. She was charged with DUI.
   * Brian S. Miller, 18, 4219 Old Asheville Hwy., was issued a summons Nov. 16 by EPD Ptl. Michael Merritt following a motor vehicle accident on West Elk Avenue. Jerome Cochran, 29, Johnson City, told the officer that his vehicle was struck by a Ford Mustang which failed to yield the right of way and then left the scene as Cochran attempted to stop it. On Nov. 17, the officer conducted an interview with Miller, owner of the vehicle, and Miller gave the officer a written statement indicating he was the driver at the time of the accident. Miller was cited for failure to yield the right of way, leaving the scene of an accident with property damage, and failure to report an accident.
