Arrests

   * Kimberly Dawn Tipton, 29, 151 Woodland Drive, Johnson City, was arrested Saturday by Carter County Sheriff's Department Sgt. Penny Cornett after the officer responded to the residence regarding a domestic dispute. Branson Tipton, 24, told the officer that he and his wife were arguing over money when he began to ignore her, making her angry. He said he was holding his daughter when his wife hit him in the head in an attempt to get him to talk to her, and when he did not respond, she began scratching his face and neck, according to the report. Mrs. Tipton was charged with assault under domestic violence.
   * Joseph M. Whitson, 18, 147 Wilbur Dam Road, Apt. 3, was arrested Sunday by Elizabethton Police Department Ptl. Jason McCall on warrants charging him with violation of probation and a capias for failure to serve jail time. Whitson was arrested after Ptl. McCall and Ptl. Mike McIntosh went to Lynnridge Apartments to arrest a 16-year-old male on a juvenile attachment after receiving information that the juvenile was in Apt. CD-118. While at the apartment complex, Capt. Rusty Verran observed two juvenile males standing near a white truck in the parking lot. Due to the hour (10:25 p.m.) and the number of burglaries in the area, the officer conducted a field interview with the juveniles and observed a homemade pipe with what was believed to be marijuana residue in plain view in the cargo pocket of the passenger side of the truck. One of the juveniles had a baggie containing what was believed to be marijuana in his right front pants pocket. Rolling papers, eye drops and another pipe were located in the front pants pocket of another juvenile, while a package containing plastic baggies was found in the glove compartment of the truck. One juvenile was issued a summons for simple possession of Schedule VI and possession of drug paraphernalia. The other juvenile was issued a summons for possession of drug paraphernalia.
   * Brian Keith Mock, 38, 116 E. I St., was arrested Friday by EPD Ptl. Brooke Mullins following a traffic stop at North Roan and East Elk Avenue. Mock was charged with DUI and submitted to a blood alcohol test resulting in a BAC of .12 percent. During a search of his vehicle, officers found a large bag containing what was believed to be marijuana, a small scale and several plastic baggies under the driver's seat. Mock additionally was charged with possession of Schedule VI for resale and possession of drug paraphernalia. Upon inventory of Mock's personal possessions at the jail, $222 in several denominations was found in his wallet. Carter County K-9 Sgt. Kabor alerted on the money, indicating a narcotics link. Mock's vehicle and the currency were seized.
   * Candido C. Mendez, 31, 123 Reeser Road, Apt. 127, Johnson City, was arrested Saturday by EPD Ptl. Mike McIntosh after the officer stopped a vehicle being driven in a reckless manner near Sycamore Shoals Hospital. The officer stopped the vehicle on Hwy. 67 and detected an odor of alcohol. Mendez was given a series of field sobriety tasks, which he performed poorly, and was charged with DUI, violation of implied consent and no driver's license.
   * Daniel Lynn Cook, 50, 431 W. G St., was arrested Friday by EPD Ptl. Kevin Cable after the officer was dispatched to the corner of Holly Lane and Railroad Street regarding a one-vehicle accident in which a Ford Fairmont had struck a utility pole. An off-duty Kingsport Police Department officer was on the scene and advised that Cook had tried to leave the scene, so he took his car keys. Cook told the officer he had consumed two beers. He was administered a series of field sobriety tasks, which he was unable to perform, and was charged with DUI. Cook was given an Intoximeter test at Carter County Jail, resulting in a blood alcohol content of .28 percent. He was then charged with aggravated DUI, second offense, and driving on revoked license.
   * Jesse Lee Deloach, 18, 226 S. Sycamore St., was issued a summons Sunday by EPD Ptl. Jason McCall following a traffic stop after the officer observed the vehicle he was driving run a red light. Deloach was issued a summons for driving on suspended license and a warning for the traffic light violation.
   * Brad A. Malone, 32, 424 S. Ruffe Taylor, Greeneville, was arrested around 12:54 a.m. Saturday after officers responded to a fight call at Nashville Sound. When officers arrived, they found Malone had been taken into custody by the bouncers and was being detained in the parking lot. Statements were taken from the victim, who was bit in the arm. When officers attempted to put Malone into the cruiser, he kicked an officer and continued to struggle despite commands to cooperate. He was charged with aggravated assault, assault on a police officer, resisting arrest, and public intoxication.

Shooting

   * Officers of Johnson City Police Bureau responded to Johnson City Medical Center around 3:20 a.m. Sunday regarding a subject who had been transported to the hospital following a 3 a.m. shooting in the parking lot of The Planet nightclub, 802 W. Walnut St. Victor Hugo Vizcarra, 23, 315 Reynolds Road, Elizabethton, suffered a gunshot wound to the stomach while standing in the parking lot behind The Planet, according to the report. Witnesses told police that two white males in an early '90s model vehicle, possibly a white Honda Accord, shot Vizcarra after pulling up to him while he was walking to his vehicle. Witnesses said there was a brief argument between the driver of the vehicle and Vizcarra before he was shot. The driver of the vehicle was believed to be a white male, about 20-25 years old, with blond hair and small build.
