Reward

   * A $1,000 cash reward is being offered for information leading to the apprehension of Charles Austin Jr., of Hampton, who is wanted by Carter County Sheriff's Department for attempted first-degree murder. The charge stems from the Aug. 29 stabbing and beating of Austin's wife, Kara, who was four months' pregnant at the time the incident occurred. The victim's family is offering the reward and asks that anyone with information as to Austin Jr.'s whereabouts call the sheriff's department's Criminal Investigation Division at: 543-2211; 542-1897; 542-1894; or 542-1854.

Arrests

   * Cynthia E. Garland, 33, 1298 Bluefield Ave, was arrested Monday by Elizabethton Police Department Detective Anthony Buck on a warrant charging her with felony child neglect.
   * Joseph Green, 18, 100 Milligan Lane, was arrested Tuesday by officers of Johnson City Police Bureau and charged with one count of theft over $500. The arrest stems from investigation into a theft at a local residence that occurred July 21.
   * Sheila R. Anderson, 46, 4948 Unicoi Dr., Unicoi, was arrested Tuesday by officers of Johnson City Police Bureau and charged with two counts of obtaining narcotics by fraud. Anderson was arrested after investigation revealed that she had phoned in two fraudulent prescriptions to Mooney's Pharmacy, 1107 N. Roan St., claiming to be an employee of a local doctor's office. The offenses occurred Friday and Monday, according to police.
   * Steven A. Fenner, 43, 414 E. Fairview Ave., Johnson City, was arrested Tuesday by officers of Johnson City Police Bureau and charged with aggravated assault. The arrest was in response to a complaint from a female neighbor who said Fenner threatened her with a butcher knife.
   * Richard L. Fenner, 45, and Douglas W. West, 42, both of 414 E. Fairview Ave., Apt. 1, Johnson City, were arrested Wednesday by officers of Johnson City Police Bureau after officers responded to a burglary on East Fairview Avenue where the two reportedly had forcibly entered a storage building.
   * James Rance Coleman, 41, no known address, was arrested Tuesday by officers of Johnson City Police Bureau following investigation into three burglaries that occurred at an area business and residence. Coleman was charged with two counts of aggravated burglary, two counts of theft over $1,000, one count of forgery, one count of burglary and one count of theft under $500.
   * Jack Aaron Cornett, 33, 225 Wesley Dr., Piney Flats, was arrested Tuesday by officers of Johnson City Police Bureau following investigation into several auto burglaries and theft of money from Johnson City Health and Fitness Center. Cornett was charged with eight counts of auto burglary, six counts of theft under $500, and theft over $1,000.
   * Kenneth Todd Good, 30 Johnson City, arrested around 11 p.m. Sunday by officers of Washington County Sheriff's Department, Johnson City Police Bureau and Jonesborough Police Department, has been charged with the aggravated robbery of Subway, 305 Suncrest Dr., Gray, which occurred Sept. 9. Good also was charged with five additional counts of aggravated robbery by Johnson City Police.

Theft

   * Tina English of Century 21 Realty, 411 Bemberg Rd., reported Tuesday to EPD Ptl. Richard Haney that sometime during the night, the American flag that was being displayed outside the office was stolen.
   * Rick Hubbard, 44, 181 Big Springs Rd., reported Friday to CCSD Deputy Laverne Julian that a red- and-black 125 Xing Fu motorcycle belonging to a friend, which was chained to Hubbard's carport, was taken. Hubbard said the chain had been cut.
   * Donna Johnson, 31, 125 Marguerite Lane, Johnson City, reported Saturday to CCSD Deputy Rebecka Bowers that someone had taken her wallet and cell phone from her vehicle while it was parked at Happy Valley High School.
