Arrests

   * Allen Mann, 37, 1930 W. Elk Ave., was arrested Tuesday by Carter County Sheriff's Department Deputy Tim Lowe after he, Sgt. Lee Birchfield and Deputy Jeff Markland responded to a domestic call at 181 H. Heaton Road between a brother and sister. According to the report, Amy Russell, 20, 181 H. Heaton Road, and Mann got into an argument over a truck owned by their father. The argument turned physical and Russell sustained injuries to her neck, back, upper left arm and left leg. Russell said Mann threw a block of wood at her, striking her in the lower right back, causing a bruise. She said Mann then threw her to the ground, choked her and put his knee in her chest to hold her down. Mann said Russell threw a block of wood at him, missing him, and he picked it up and threw it back at her, striking her in the back. Mann said Russell slapped him twice in the face and he held her down by putting his knee in her chest. Mann's shirt was torn but there were no visible injuries. He was charged with assault under domestic violence.
   * Jeffrey Allen Deese, 37, 187 Daves Beers Lane, Newland, N.C., was arrested Wednesday by CCSD Deputy Bradley Johnson following a traffic stop in Roan Mountain. Deese was charged with DUI and submitted to an Intoximeter test at Carter County Jail, resulting in a blood alcohol content of .10 percent.
   * Kenneth Eugene Young, 36, 507 E. Cottage Ave., Apt. 1B, was arrested Tuesday by CCSD Deputy Rick Taylor on a warrant charging him with assault under domestic violence. He also was served an order of protection.
   * Shannon S. Guinn, 18, 118 Spears Ave., was arrested Tuesday by CCSD Deputy Rick Taylor on a warrant charging him with violation of probation.
   * Jonathan Garland, 34, 160 Whaley Town Road, Butler, was arrested Tuesday by CCSD Deputy Chris Pierce on warrants charging him with non-support and hindering secured creditors.
   * Kala Buchanan, 18, 1177 Brook Shell Road, Elk Park, N.C., was arrested Wednesday by officers of Johnson City Police Department following a traffic stop and was charged with possession of Ecstasy. A second person, Marcus Thompson, 19, no address listed, was arrested and charged with possession of marijuana. Officers seized $273 in currency and a 1997 Jeep Grand Cherokee.
   * David J. Parker Jr., 19, 291 Austin Springs Road, and Mickey K. Walker III, 18, 127 Austin Springs Road, were arrested Tuesday by officers of Johnson City Police Bureau following investigation into a purse snatching in the parking lot of Wal-Mart Supercenter, 3111 Browns Mill Road. Both were charged with robbery. Parker also was charged with DUI and Walker with drinking under age.
   * Ralph E. Cross, 21, 306 N. Center St., Johnson City, was arrested Tuesday by officers of Johnson City Police Bureau and charged with obtaining narcotics by fraud following investigation of a forged prescription passed at a local pharmacy in Johnson City.

Forgery

   * Elizabethton Police Department Sgt. Matt Bailey was dispatched Monday to Ingles, 768 W. Elk Ave., regarding a forged payroll check. According to the store manager, a store clerk cashed a payroll check from United Parcel Service in Johnson City for a white male. The check was forged, according to the report, and was returned to the store by Citizens Bank on Aug. 17.

Theft

   * Brandon Bass, 25, 622 Watauga Ave., reported Tuesday to EPD Sgt. Matt Bailey that when he came home Tuesday morning he noticed the door to the room off the carport open and when he looked inside, found four Michelin tires and four 16-inch chrome Pacer wheels missing. The wheels were valued at $1,100 and the tires at $550.
   * Harvey Harrald, 277 Jenkins Hollow Road, reported Tuesday to CCSD Deputy Laverne Julian that when he and his wife entered their home around 4:30 p.m. they noticed the kitchen door open and a rock-style clock missing from the mantle. Several items had been moved and an older Western-style .22 pistol was taken from the top of the refrigerator. A set of wrenches also were found missing.
