* Sharon Greenwell, 36, 101 Nelson Drive, was
arrested Sunday by Constable Landon Pritchard on a warrant
charging her with assault after she turned herself in at Carter
County Sheriff's Department.
* Candrea E. Greene, 21, 573 Garrison Hollow
Road, and Candy S. Richardson, 23, 813 Rome Hollow Road, were
arrested Saturday by Elizabethton Police Department Ptl. Jack
Ramsey following a traffic stop. Richardson was charged with
driving on revoked license. Greene was charged with public
* Mark T. Guinn, 34, 1292 Bluefield Ave., was
arrested Sunday by EPD Ptl. Tonya Scott after the officer
responded to a one-vehicle accident in which the vehicle had
struck a fire hydrant and left the scene. The vehicle and
driver, Guinn, were located at Lynnridge B2 building. Guinn
admitted to officers that he struck the hydrant, according
to the report. In speaking with Guinn, Ptl. Scott and Sgt.
Matt Bailey noticed that he had slurred speech and was unsteady
on his feet. He was administered a series of field sobriety
tasks, which he performed poorly, and was arrested. He was
charged with leaving the scene of an accident with property
damage, DUI, and violation of implied consent.
* Roy Phillip Hyder, 25, 330 Ray St., was arrested
Monday by EPD Ptl. Jack Ramsey after the officer was dispatched
to the Milligan College vicinity in response to a possible
altercation. When the officer arrived he found two white males
by the roadside. One, identified as Timothy Hardin, 26, 195
Happy Valley Road, Johnson City, was located sitting on the
ground with his right shoe and sock off, and a small abrasion
on his left arm. The other subject, identified as Christopher
William Lee, 25, 165 Bowman Road, was standing with Hardin.
He told the officer that he came home from work and heard
tires squealing and an engine revving. He looked toward the
highway and saw a white Honda Civic spin around in the road
and go west. As he got closer, he said he heard another male
subject, identified as Hardin, yelling. It appeared that the
driver of the Honda was trying to run Hardin down, according
to the report. The driver then left the scene. Hardin said
he and Hyder were returning home from Johnson City when they
began discussing ex-wives. Hardin said that without warning,
Hyder struck him in the face twice. Hardin said he demanded
Hyder stop the car so he could get out. Hyder stopped the
car but then started up as Hardin tried to exit, knocking
him to the ground. Hyder was located at his residence by Sgt.
Matt Bailey and Ptl. Tonya Scott and charged with assault.
He also was served outstanding capiases.
* John Robert White, 36, 856 Piercetown Road,
Butler, was arrested Sunday by EPD Ptl. Jack Ramsey after
the officer responded to Advance Auto Parts regarding a suspicious
vehicle. White was found slumped over the steering wheel with
the engine running. The officer knocked on the window, then
slapped it forcefully when White failed to respond. He still
did not respond. The officer opened the door to shut off the
engine at which time White awoke. He was administered a series
of field sobriety tasks and was charged with third-offense
DUI, fourth-offense driving on revoked license, and violation
of implied consent.
* Steven Wayne Garland, 32, 3042 Siam Road, and
Patricia Moffitt, 25, 306 S. Watauga Ave., were arrested Sunday
by EPD Ptl. Tonya Scott after the officer responded to West
E Street in reference to suspicious subjects asleep in the
vehicle. Garland was located in the driver's seat. The keys
were in the ignition. Moffitt was located in the passenger
seat. Garland was given a series of field sobriety tasks,
which he performed poorly, and was charged with DUI. Moffitt
was charged with public intoxication. During inventory of
the vehicle, Ptl. Scott, Capt. Art Smithdeal and Sgt. Matt
Bailey located two spoons with residue, a syringe with a substance
which appeared to be blood, a prescription bottle containing
Propoxy, which did not belong to either of them, and a lighter.
Garland additionally was charged with possession of drug paraphernalia,
possession of Schedule IV, violation of open container and
violation of implied consent. Moffitt additionally was charged
with possession of Schedule IV and possession of drug paraphernalia.
* Paul Andrew Gross, 29, 4075 Timber Lake Road,
Johnson City, was arrested Saturday by EPD Ptl. Jack Ramsey
following a traffic stop. While searching the vehicle, Sgt.
Matt Bailey found a piece of marijuana cigarette and a plastic
box containing a small amount of what appeared to be marijuana
and cigarette papers, along with residue. Gross was charged
with fifth-offense driving on revoked license, possession
of Schedule VI, and possession of drug paraphernalia.
* Freddie Turner, 34, 154 Ollie Collins Road,
was arrested Sunday by EPD Sgt. Matt Bailey after the officer
was dispatched to Lynnridge Apartments, B2 building, regarding
a male subject identifying himself as a police officer. Turner
was located in a vehicle in the parking lot. According to
the report, witnesses said he had been outside Apt. B2 attempting
to get in and yelling that he was a police officer and had
a "search warrant." When one of the witnesses asked for identification,
Turner advised that he would arrest him on a "127." When the
witness told Turner to leave, he advised he had pepper spray
and a stick. He also had a star-type law enforcement badge
on the left chest side of his shirt, a duty belt, weapon holster,
handcuff case, pepper spray and magazine cases. The officer
observed a can of pepper spray in Turner's hand, and a witness
advised he had taken away a wooden "night stick." Turner was
taken into custody and charged with criminal impersonation.
His equipment was seized.
* Joseph A. Belovary, 21, 832 Hwy. 91, was arrested
Saturday by EPD Ptl. Jack Ramsey following a traffic stop.
According to the report, the officer saw a vehicle approaching
him at a high rate of speed at the intersection of Broad Street
and Lynn Avenue. The vehicle ran the red light and the officer
turned on the vehicle and attempted to stop it. Belovary accelerated
and turned out his headlights, then traveled west onto West
Elk Avenue, changed to the inside lane of travel as they approached
the intersection of West Elk Avenue and Holly Lane, then braked
hard, locking the tires. The driver regained control of the
vehicle, turned into Pal's parking lot, which was congested
with traffic, and collided with a lamppost. Ptl. Ramsey and
Belovary both exited their vehicles and Belovary was ordered
to the ground. He was taken into custody without further incident
and was charged with speeding, reckless driving, reckless
endangerment, failure to obey a traffic control device, second-offense
driving on suspended license, and felony evading arrest.
* Hank S. Williams, 35, 240 Opposum Hollow Road,
was arrested Saturday by EPD Sgt. Matt Bailey after the officer
observed a male subject standing in a phone booth, urinating.

* Kevin P. Minton, 26, 153 Smalling Road, Watauga,
was arrested Friday by EPD Ptl. Jason McCall after the officer
was called to Wal-Mart regarding a man exposing himself in
the jewelry department. A member of store loss prevention
personnel told the officer that he had been observing two
shoplifting suspects when he noticed Minton, who appeared
to be watching two females. According to the report, the store
employee then began watching Minton and observed him walk
between the aisles, pull out his private parts, and begin
to commit a sexual act. He then walked to another aisle and
repeated the same act. Minton told the officer he was only
zipping up his pants. He was charged with indecent exposure.
* Sherwood Cannon Davis, 32, 1501 Southside Road,
was arrested Friday by EPD Ptl. Jason Shaw after the officer
received a report of an intoxicated male in the area of South
Hills near the playground. Davis was charged with public intoxication.
He also was served a criminal trespass letter from Elizabethton
* David Paul Pierce, 34, 435 Race St., was arrested
Friday by EPD Ptl. Tonya Scott after the officer was dispatched
to Hardee's, 107 Broad St., regarding an intoxicated male
in the drive-thru. Pierce was charged with public intoxication.
* Ricky Gene Pritchard, 36, 502 Cottage Ave.,
was arrested Saturday by CCSD Deputy Kenneth Cornett after
Gregory C. Campbell, 46, 102 Little Ave., came to the sheriff's
department to report that he had just been involved in a hit-and-run
accident at E&P Auto Sales and that he had followed the
vehicle to Cottage Avenue. Deputy Cornett followed Campbell
to Pritchard's residence. Pritchard told officers that he
was out looking for car parts and accidentally ran into Campbell's
pickup. Pritchard was asked where the vehicle was that he
was driving and he said he didn't know. Deputy Cornett spotted
the vehicle at Wendy's and discovered blue paint on the bumper
which appeared to have come from Campbell's vehicle. Pritchard
was charged with violation of habitual motor offender and
leaving the scene of an accident.
