Arrests

  * John W. Berry, 32, 1700 W. Elk Ave., was arrested Monday by Carter County Sheriff's Department Deputy Albert Nave after he was observed walking near Buckles Trailer Park at 1:22 a.m. and a warrants check revealed a criminal summons for assault. Deputy Nave advised Berry he had a summons he needed to serve him, at which time Berry, who apparently thought he was going to jail, voluntarily pulled a small pipe believed to contain marijuana residue and a small plastic baggy containing what was believed to be marijuana, out of his pocket. He then was charged with possession of Schedule VI and possession of drug paraphernalia.
  * Mitchell Bowers, 380 Old Mountain View Rd., Piney Flats, was arrested Friday by CCSD Deputy Jeffrey Markland and charged with violation of probation and failure to appear. He additionally was charged by Tennessee Highway Patrol Trooper Mark Musick with felony reckless endangerment, two counts of felony evading arrest, driving on revoked license, reckless endangerment, second-offense driving on revoked license, unlawful possession of a prohibited weapon, and being a convicted felon in possession of a firearm.
  * Randy Lee Grindstaff, 19, 605 Cherry St., and Rachel Ann Nichols, 27, 805 Tipton St. were arrested around 2:25 a.m. Saturday by CCSD Deputy Todd Hamm following an automobile accident on Stateline Rd. Grindstaff had a strong odor of alcohol about him and told the officer he had drunk about a six-pack of beer since he had gotten off work earlier in the day. Grindstaff was charged with DUI and driving on suspended license. Nichols, who the car was registered to, was arrested and charged with aiding and abetting DUI for allowing Grindstaff to operate the vehicle while under the influence.
  * Jeffery Allen Ingram, 31, 131 Wilson Ave., was arrested Sunday by CCSD Deputy Todd Hamm and charged with public intoxication.
  * Bradley Carroll White, 20, 286 Jenkins Hollow Rd., was arrested Saturday by CCSD Deputy Chris Pierce on a capias from Washington County and a warrant from Carter County charging him with violation of probation.
  * Michael J. Lusk, 38, 212 Jenkins Hollow Road, was arrested Saturday by CCSD Deputy Todd Hamm on outstanding warrants charging him with failure to appear on charges of speeding and evading arrest and failure to appear with fines and costs on sixth-offense DUI and second-offense driving on revoked license.
  * Christopher M. Scott, 21, homeless, was arrested Sunday by CCSD Deputy Mike Commons and charged with violation of probation.
  * Billy Frank Blevins, 39, 103 McArthur St., Johnson City, was arrested Monday by Elizabethton Police Department Ptl. Brooke Mullins and charged with fifth-offense driving on revoked license, running a red light, and violation of registration.
  * Joshua J. Cole, 18, 713 Fairview Ave., Kingsport, was issued a summons Friday by EPD Ptl. Brooke Mullins charging him with driving on suspended license.
  * Betsy O. Stein, 43, Piercetown Road, Butler, was arrested Saturday by EPD Sgt. Charles Moreland following a traffic stop and charged with DUI.
  * Emily J. Steward, 25, 1300 Ledford St., was arrested Saturday by EPD Ptl. Brooke Mullins and charged with public intoxication.
  * Robert B. Allen, 24, 5014 Unicoi Dr., Unicoi, was issued a citation Sunday by EPD Ptl. Brooke Mullins for reckless driving after he was observed traveling 81 mph in a 40 mph zone.
  * Anthony L. Grindstaff, 21, 605 Cherry St., was arrested Saturday by EPD Ptl. Mike Sproviero and charged with public intoxication.
  * Susan Seiler, 53, 829 E. Elk Ave., was arrested Friday by EPD Ptl. Tonya Scott and charged with assault under domestic violence after she allegedly stomped the foot of her sister, Dorothy Duffy, 40, 3529 Sunset Lane, Channel Islands, Calif., and allegedly elbowed her in the stomach.
  * David G. Presnell, 33, 219 Twin Fork Rd., Roan Mountain, was arrested Friday by EPD Ptl. Michael Merritt after he was observed traveling 57 mph in a 35 mph zone. Presnell was charged with speeding and driving on revoked license.
  * Tonya M. Gudger, 25, 1511 Oak Grove Village, Johnson City, was arrested Monday by officers of Johnson City Police Bureau and charged with two counts of aggravated assault and aggravated burglary. The arrest stemmed from investigation into a June 17 incident at 431 Garden Dr., where Gudger allegedly forced entry into the residence and threatened an occupant with a knife. According to witnesses, Gudger then returned later and threatened a second female outside of the residence. Gudger was being held in Johnson City Jail with bond set at $20,000.
  * Tina Bryant, 22, 600 Newt Good Rd., Telford, was arrested Friday by officers of Washington County Sheriff's Department on a Criminal Court capias charging her with child abuse. She was being held in the Washington County Detention Center on $50,000 bond. Bryant was indicted by a Washington County Grand Jury following investigation of a June 27 incident in which Bryant's month-old child was taken to the emergency room and treated for a broken arm.
