  * Nathan Evan Harrell, 36, 107 Heather Lane, was arrested Saturday by Carter County Sheriff's Department Sgt. Keith Range after he and Deputy Shannon Deloach responded to a domestic dispute at 107 Heather Lane. Prior to officers' arrival, they were advised that Harrell had left the residence in a red Ford which had no tags on it. At the residence, Sgt. Range spoke with the victim, Lisa Daniels, 26, who told him that Harrell had been drinking all day and that they had argued over his drinking. The argument escalated and Harrell allegedly tried to choke Daniels, according to the report. The officer observed redness around her neck. Inside the house officers observed several broken windows and pictures and furniture lying all over the floor. Daniels said Harrell had picked up a steel dining room chair and had thrown it at her. According to the report, he also broke out the front window of the residence and threw a large rock through the back door glass. When the glass broke, fragments struck Daniels' 6-year-old son in the mouth, cutting it inside. After leaving the residence, officers observed Harrell on Jenkins Hollow Road. Sgt. Range conducted a traffic stop and the officer detected a strong odor of an alcoholic beverage emitting from Harrell. He became belligerent and uncooperative, according to the report, and was arrested and charged with aggravated assault under domestic violence and reckless endangerment under domestic violence. At Carter County Jail, Harrell was still uncooperative and refused to take field sobriety or Intoximeter tests. He additionally was charged with violation of implied consent, DUI, driving an unregistered vehicle, and felony vandalism under domestic violence.
  * Jennifer Alicia Nye-Fox, 26, 507 Lee Circle, Johnson City, and Thomas Schuyler Cowan III were arrested Saturday by Elizabethton Police Department Ptl. Jason McCall following a traffic stop. The officer detected an odor of alcohol about the driver, Nye-Fox, and administered a series of field sobriety tasks, which she performed poorly. She was charged with second-offense DUI, violation of implied consent after she refused to submit to a blood alcohol test, and failure to obey a traffic control device. Cowan, a passenger in the vehicle, was charged with public intoxication.
  * Joseph Whitson, 18, 147 Wilbur Dam Road, was issued a summons Sunday by EPD Ptl. Mike Sproviero after the officer was dispatched to Lynnox Apartments on West G Street to assist Carter County Rescue Squad. Whitson was found slumped over in a chair outside a residence, according to the report. Medical personnel tried to wake him but were unsuccessful. Whitson had a strong odor of alcohol coming from his person, according to the report. He was given an intravenous injection by medical personnel and awakened. He told the officer he had consumed 12 beers. He was transported to Sycamore Shoals Hospital by ambulance for observation and was issued a summons by Ptl. Sproviero, charging him with drinking under age.
  * Rafael H. Hernandez, 27, 930 Sugar Hollow Road, Eloy Garcia, 21, 4808 Charwood Terrace, Cleveland, Tenn, and Raul Gilberto Lopez, 32, Roan Street, Johnson City, was arrested Sunday by EPD Ptl. Richard Haney following a traffic stop. As the officer approached the vehicle he heard a metallic noise, according to the report. The officer detected an odor of alcohol coming from the driver, Garcia. He was asked to exit the vehicle and to perform several field sobriety tasks, which he performed poorly. While inventorying the vehicle, a Jennings .22-caliber automatic pistol was found in the driver's side door pocket. The pistol was loaded and the receiver cocked back because of a double feed into the chamber. Garcia was charged with DUI, no driver's license, failure to maintain right of center, and possession of a handgun while under the influence. The registered owner of the vehicle, Hernandez, who was a passenger in the vehicle, was arrested and charged with public intoxication and DUI by consent. Another passenger, Lopez, was charged with public intoxication.
* Christian Feathers, 20, 707 Sugar Hollow Road, was arrested Saturday by EPD Ptl. Jason Shaw following a traffic stop. He was charged with drinking under age.
  * Robert Jessee Frost, 38, 217 Knob Creek Road, Johnson City, was arrested Saturday by CCSD Deputy Laverne Julian and charged with reckless driving, leaving the scene of an accident, failure to report an accident, and filing a false report.
  * Richard Shane Mabe, 21, 450 Furnace Lane, Mountain City, was arrested Friday by CCSD Deputy Laverne Julian on a warrant charging him with failure to appear on violation of probation.
  * Richard Dale Hyder, 52, 350 Minton Hollow, was arrested Saturday by CCSD Deputy Michael Carlock and charged with driving on revoked license and failure to yield the right of way.
  * Barry Thomas Hoard, 43, Scalf's Trailer Park, Hampton, was arrested Sunday by CCSD Deputy Laverne Julian following a June 15 incident. Hoard told the officer he was upset because some of the kids in the trailer park had broken into his vehicle and that on Sunday, he found a dead fish on the hood of his van. The officer then spoke with some of the children and their parents. The mother of one of the children said that on June 15, Hoard came across the trailer park, very angry, and attacked her juvenile son, choking him and yelling, "Give me back my stuff!" A friend stopped Hoard from doing anything further, according to the report. The mother took out a warrant for Hoard, who was arrested and charged with assault.
