Carter jail escapee recaptured

   A Carter County Jail trusty who walked away on Thanksgiving Day more than likely will be spending his Christmas in jail. Carter County Sheriff's Department officers were given information Sunday morning from a confidential informant of Billy Dean Bailey's whereabouts.
   Bailey, 41, 163 Mapletree Lane, was located at the home of Kenneth W. Hartley, 38, 213 Reynolds Road.
   Deputy Laverne Julian, Sgt. Patrick Johnson and Lt. Mike Fraley went to Hartley's residence around 7:30 a.m. and secured the exits.
   When one of the officers knocked at the door, a male subject walked to the door and, rather than opening it, made sure it was secure, according to Deputy Julian.
   After identifying themselves several times as sheriff's deputies, Hartley finally opened the door. Bailey was located in a back bedroom. He was taken into custody and charged with escape.
   Hartley was wanted on several outstanding warrants for failure to appear on DUI, failure to appear on public intoxication, and violation of probation.
   He was arrested by Sgt. Johnson and charged with harboring a fugitive.
