J.C. woman arrested on theft and vandalism charges

   JOHNSON CITY -- Police arrested a woman on theft and vandalism charges Tuesday afternoon following an investigation into October thefts from car wash coin machines on the east side of Johnson City.
   According to a released statement from the Johnson City Police Department, officers found Angela Garland, 29, 605 Carter Sells Rd. #31, in possession of the locks from the coin machines as well as parts of the machines and tools used in the crimes.
   Garland is being held in the Washington County Detention Center on a $9,000 bond and is scheduled to be arraigned Thursday in General Sessions Court.
