Wheel tax on ballot today

   Polls will open at 9 a.m. today for voters to begin casting ballots on a $20 wheel tax for Carter County.
   Most county commissioners have said that an increase in property tax will be inevitable next year if the referendum does not pass.
   Commissioners voted in September to send the matter to referendum. Most believe the wheel tax is the best means of gaining new revenue needed for schools and county offices without relying on property owners to carry the brunt of the burden.
   The tax would generate $1 million in revenue annually, more than half of which would be appropriated for schools.
   Polls close at 7 p.m.
