A 27-year-old man was arrested Thursday and charged with DUI after an accident on Siam Road that left him and a juvenile passenger in the car injured.
Todd N. Bowling, of 342 H. Heaton Road, Apt. 1, was arrested by Carter County Sheriff's Department Deputies Sarah Ryan and Janice Black after he was treated at Sycamore Shoals Hospital for the injuries he received in the accident.
According to Ryan, when she arrived on the scene of the accident, Bowling was sitting against the guardrail and the vehicle was on its top in the middle of the road. Bowling advised the officer that he was the operator of the vehicle at the time of the accident, a report by Ryan states. "His speech was noted to be thick tounged and he had a moderate odor of alcoholic beverages emitting from his breath," Ryan said. "Due to his injuries, no field sobriety tests were performed."
According to the report by Ryan, investigating officers also had other indications that Bowling had been driving under the influence of alcohol. "An empty Busch beer can was visible inside the vehicle and two other Busch beer cans, whose exterior was wet and cool to the touch, were laying on the embankment. One of the cans had fresh blood on its surface," Ryan said.
After officers cleared the scene of the accident, Ryan then went to Sycamore Shoals Hospital and spoke to Bowling. "He advised that he had consumed 'a couple of beers' prior to the accident," Ryan said. Bowling then consented to submit to a blood alcohol content test.
According to Ryan, the accident occurred on Siam Road in the area near the intersection of that road with Webb Hollow Road. Ryan stated that Bowling was coming down a hill and was attempting to negotiate a curve when he lost control of the vehicle and struck a guardrail. After striking the guardrail, the vehicle driven by Bowling then crossed over the center line and ran off of the other side of the road onto an embankment which flipped the vehicle onto its top in the middle of the roadway.
Ryan stated that speed may have been a contributing factor to the accident.
