Man arrested, charged with DUI after wreck

   A 23-year-old man was arrested and charged with several law violations including DUI and a narcotics charge late Tuesday night after wrecking his vehicle on Wilbur Dam Road and walking away from the scene.
   According to reports, Jamie Wayne Phillips, 415 Willow Springs Road, was charged with first offense DUI, driving on a suspended license, violation of the implied consent law, possession of Schedule VI narcotics and possession of drug paraphernalia.
   Phillips had a strong odor of an alcoholic beverage about his person and was unsteady on his feet, Carter County Sheriff's Department Dean Jones stated in his report. According to the report, Phillips asked officers at the scene why they were arresting him for walking and wanted to know if they could "just give him a ride home."
   No field sobriety tests were administered to Phillips because of his level of intoxication, the report states. "Mr. Phillips did not even know he had wrecked until he looked down and saw his vehicle in the ditch," the report states.
   Phillips was transported to Sycamore Shoals Hospital for treatment for an injury to his lip. "While enroute to the (Emergency Room), Mr. Phillips stated everyone knew he was drunk and he just needed to go home before his check in with the Parole Board."
   While officers searched Phillips after placing him in custody, Jones found a clear sandwich bag with a small amount of what appeared to be marijuana and a pack of rolling papers.
