JC park under surveillance following arrests

   Complaints of improper sexual activity at Buffalo Mountain Park and the arrests of five male subjects from Washington and Sullivan counties have led Johnson City Police to establish an undercover surveillance operation.
   According to Investigator Larry Brown of Johnson City Police Bureau, covert video surveillance will be conducted in various areas of the park to detect illegal activity and violators will be prosecuted.
   In a press release issued Friday, Brown said police initiated an investigation after receiving numerous complaints of illegal activity. Undercover officers were placed in the park on several different occasions and during this time.
   Those arrested, and their charges, include: Dale Allen Walp, 118 Green Meadow Ave., Jonesborough, indecent exposure; Ned Edward Lowe, 1877 Powder Branch Road, Johnson City, prostitution; John Paul Aldro, 2552 Haynes Drive, Kingsport, indecent exposure; Darian Tapia, 102 E. Unaka Ave., indecent exposure; and William T. McCurray, 602 W. Magnolia Ave., Johnson City, driving on revoked license and possession of drug paraphernalia.
   Undercover officers will be checking the park periodically for illegal activity, according to the investigator.
