Hampton restaurant owner pleads guilty to sex charges


   The owner of a Hampton restaurant pleaded guilty this week in Carter County Criminal Court to three counts of statutory rape.
   Jack Howell, 61, owner of Jack's Restaurant, was charged in a July 6, 2001, presentment from a Carter County Grand Jury with sexually penetrating a teen-age male during June 2000 and August 2000.
   Criminal Court Judge Robert Cupp sentenced Howell to three years' probation. He also was ordered to pay restitution and is to serve two days in jail beginning Aug. 1, followed by two days per year for the next two years.
   Howell was indicted following investigation by Sgt. Randy Bowers of Carter County Sheriff's Department and Special Agent Shannon Morton of the Tennessee Bureau of Investigation.
