Man arrested after accosting women in local restaurants

   A 52-year-old man was arrested Saturday by Elizabethton Police Department officers and charged with aggravated criminal trespassing after allegedly harrassing customers at two downtown restaurants over the weekend.
   Wayne M. Hicks, 427 E. Elk Ave., was arrested Saturday afternoon by EPD PTL Tonya Range after an investigation into two incidents which occured at Dino's Restaurant and Betsy Dairy Creme.
   Range responded to a call on Friday of a male harrasing female customers at Betsy Dairy Creme and spoke to two female customers who reported that Hicks had been harrasing them. The women, ages 21 and 42, reported to Range that, while they were sitting in a booth eating, a male subject unknown to them approached them. "The male subject started dropping coins down her shirt and spoke to her; however, she could not understand what was said," the report states.
   One of the victims stated that while she did not know the man, she had seen him walking in the downtown area. A witness to the incident reported to Range that the subject was Hicks.
   On Saturday afternoon, Range responded to a similar call at Dino's Restaurant, 420 E. Elk Ave., where the owner, Kent Williams, reported that a male subject had recently been inside the restaurant causing a disturbance and harrassing the female waitresses.
   Williams reported to Range that Hicks had been poking the waitresses with an umbrella, was dropping change down their shirts and attempting to touch them in an inappropriate manner.
   "Mr. Williams stated that he had to chase Mr. Hicks out of his restaurant after repeatedly asking him to leave," the report states. "After asking him to leave, Mr. Williams stated he attempted to escort Mr. Hicks out of the restaurant when he began to run around the tables."
   According to reports, Williams said that Hicks was a frequent customer of the restaurant and that his behavior had been increasingly aggressive as of late. A witness to the incident at Betsy Dairy Creme advised the officer that the same was true for that restaurant.
   Hicks is scheduled to appear in General Sessions Court today to answer to the charges against him stemming from the two incidents.
