Summers-Taylor low bidder on road projects in Carter

   Summers-Taylor Inc., 300 W. Elk Ave., Elizabethton, is the apparent low bidder for the northern connector and construction on Hwy. 91, according to the Tennessee Department of Transportation (DOT).
   Summers-Taylor beat out other local contractors with a bid of $7.1 million for the projects. Thomas Construction, Johnson City, came in second with a bid of $7.6 million, and Bakers Construction Services, Bluff City, had the third lowest bid at $8.5 million.
   Summers-Taylor's Executive Vice-president Billy Chandler said construction would most likely begin this spring. July 2004 is the anticipated project completion date, he added.
   The contract between the DOT and Summers-Taylor is not yet official but will be drawn up soon.
   The project on Hwy. 91 will expand the two-lane highway between the Elizabethton Municipal Airport and Green Valley Lane into five lanes. The portion of Hwy. 91 that will be under construction is an estimated 2.3 miles long.
   Summers-Taylor was also the low bidder for an asphalt-resurfacing project in Washington County. The project will resurface approximately 2.5 miles at the intersection of State Route 81 and Hwy. 107. Summers-Taylor had the lowest bid with a projected cost of $280,000.
