   JOHNSON CITY -- Thomas Weems Architect, AIA, has been serving the community since 1996.
   Highlights from last year include completed projects for Wellmont Health Systems, Heart & Vascular of Johnson City, Citizens Bank Tri-Cities, Grace Commercial Properties, Mountcastle Corp., and State of Franklin Savings Bank.
   The firm, which has five employees, has begun an upgrade and expansion of its computer systems and plans to expand its production staff.
